"localhost" as far as I know can be used in two situations - a local PC web server like WAMPServer or on your web hosting (live) and specifying the database server name is typically "Localhost" where the DB is not located on a second server.
Using "Localhost" as your mail server is strange - as far as the second example you give is concerned. The second example says "authentication - Yes" but no username or password to authenticate.
